The ZdravPlus Project in Tajikistan supports Government reform efforts by providing technical assistance and training in health reform, health financing, family medicine, and pharmaceutical policy.
The broad scope of the health reforms requires involvement of many stakeholders including the Ministries of Health (MOH) and Finance and the overall Government.
ZdravPlus provides technical assistance and support to many MOH Working Groups (WG) among which, the Health Financing WG as a priority. The Project also provides technical assistance and engages in policy dialogue with MOH staff to develop good policy content and build capacity. Priority areas are the Basic Benefit Package, health finance, Health Information Systems, family medicine, evidence based medicine and drugs.
The Health Financing Strategy, recently approved by the President, together with the introduction of the Basic Benefit Package (BBP) defines the broad health system under which quality health care and responsiveness to the demands of the population can continue to develop. ZdravPlus has two major objectives in assisting the Tajikistan Government as they rationalize their use of Health Sector resources:
Implement the Health Finance Strategy which includes the restructuring of the health delivery system; and
Connect health financing to the implementation of the BBP; this requires matching budget funding to the guaranteed (free) services the population which are entitled under the BBP and a good technical framework and specification of the co-payments the population will pay for (non-free) BBP services.
ZdravPlus Service Delivery activities focus on solidifying family medicine (FM) implementation, strengthening of Mother and Child Health, and expanding the use of Evidence Based Medicine, the Drug Information Center and Clinical Practice Guidelines.
ZdravPlus aims to educate and empower the population, both by marketing the reforms and through health promotion activities. Activities also seek to increase understanding of and support for the health reform program amongst policymakers and health care workers.
